So you'd be legally responsible for the account, rather than your kid. So your parent needs to make the account for you and agree to the TOS on-your-behalf if you are under 13. And you'd sign up for Steam as you, an adult. So you'd tell Google YOUR adult-birthday. It means if you are under 13 your *parent* needs to make the email (and therefore use the parent's birthday). Yes you have to be 13 to be a Subscriber, that doesn't mean you need to be 13 or older to USE an account.
